Abstract
With this proposed project, we aim to study the behavioural impacts of parents and kindergarten and primary school teachers when they use and adapt early childhood education learning materials from open educational resource (OER) repositories worldwide, localizing them to the Mongolian context, and making them freely available for use by kindergartens, schools and parents. We propose do this work based on research relating to issues that are commonly observed among Mongolian parents. For example, some questions we would raise are: Are the adapted OER resources pedagogically better in terms of content, pedagogy, engaging and interesting for the child?
1. Were they able to create such learning resources quicker than they would have otherwise experienced?
2. Do communities of parents and teachers come together and continuously add, revise, improve the resources?
Children constitute a considerable portion of the Mongolian population. The Mongolian secondary school system underwent major reform, replacing the 10-year program with an 11-year program in the 2004-2005 academic year and, more recently, introducing a 12-year academic program during 2008-2009. The most influential and potentially problematic changes of the educational reform occur among students in 1st and 2nd grade classes. The reason being that 6 year olds will now be enrolling in school as a 1st grade student instead of 8 year olds in previous years. Children, who used to attend preschool, are now enrolled in 1st and 2nd grade as students. In other words, 4 years of primary school have been switched to 6 years, forming the 12 year education system. Under the “early aged children” category we include children aged between 0 and 8, hence parents of preschool children and 1st, 2nd grade students will participate in the project. 
Specific Objectives:
• To determine the difficulties and challenges faced by Mongolian parents in working with their early aged children using current teaching/learning materials?
• To research and review suitable existing materials from OER repositories that can be localized to help Mongolian parents work with their early aged children.
• To identify models and learning materials for localizing preschool and 1st and 2nd grade curriculum for primary schools.
• To assess and measure improvements occurring in parent-child interactions as well as the improvements in early childhood education practices as a result of utilizing the ‘new’ OER derived materials.
• To identify changes and impacts in teaching methodology of kindergarten and primary school teachers of grade 1 and 2
• To induct and train research associates in design-based research [DBR] methodsTo create applications for OER website that facilitates interactive information sharing and to establish an OER database that contains information of a wide variety of topics that are interest of parents and teachers. 
Outcomes
• Parents will better understand, communicate and assist with the education of their young children.
• Parents will demonstrate an improved approach toward working with their early age children by using high-quality free OER materials appropriate for use with children at home.
• The Ministry of Education, Culture and Science, Aimag Education and Culture Centers, and the Education Institution will be provided with data and case studies that demonstrate the use and advantages of OER and become supportive of widespread use in Mongolia.
• Parents and teachers will have the opportunity to share experiences, new challenges and express their thoughts online. An active online parent and teacher community will be created.
• Number of users will increase as more parents, kindergarten and primary school teachers join the easy-to-use, open website.
• The types of information highly demanded by parents will be come available free for use with their children.
• Enhancing access to learning on a 24/7 basis for all Mongolian parents and teachers.
